Major explosions at UK oil depot

A series of large explosions have occurred close to Hemel Hempstead Hertfordshire, UK. The source of the explosions has been confirmed as the Hertfordshire Oil Storage Terminal (HOSL), Hemel Hempstead, known locally as the Buncefield complex. Up to 150 fire fighters are reported to be at the scene with 10 fire appliances and 1 specialist foamer.

The first ‘blast’ was heard near Hemel Hempstead on Sunday 11 Dec at 6 am. Further smaller explosions followed at 6:24am , 6:26am, 6:30am. BBC News 24 reported an additional, fourth large explosion. Hertfordshire Police Constabulary are currently treating the explosion as an accident.

Reports say the explosion, which registered 2.4 on the Richter scale, was heard as far away as Oxford, and Whitehall, Central London which is 60km (38 miles) away. Eyewitness statements report that the explosion was heard from at least 160km (100 miles) away and as far away as France and The Netherlands. Pilots reported noticing the blast from the North Sea and the West Country area of the UK. The M1 motorway which runs close by has been closed in both directions near the blast which is causing travel chaos as other roads become congested.

Malcom Stewart, a BBC News24 eyewitness who is a tanker driver for the site has reported that the site supplies several oil companies and is a joint operation between Total UK and Texaco, it is also used by BP, Shell and the British Pipeline association. The complex is not a refinery but a storage facility for refined petroleum awaiting distribution to airports and filling stations. The eyewitness reports that the depot has approximately 20 tanks which can hold about 3 million gallons (11 million litres or 70,000 barrels) each. Another News24 eyewitness has just reported that he has seen at least 5 of these tanks on fire.

The depot operates on a 24 hour basis and is split into 2 parts – aviation fuel and domestic fuel. A number of eyewitnesses have reported on UK news that the aviation fuel side appears to be the part of the site that has been affected.

Local authorities were not immediately available for comment but there have been reports of casualties.

Some reports on live television state that, “Several other neighbours said they did see a plane go into the depot.” BBC News 24 were also discussing the idea a possible plane crash as the cause of the explosions. Hertfordshire police have now gone on the record to say that there is no plane involved (BBC News24).

The police have issued a contact number 0800 096 0095 and asked that people do not call the emergency services in Hertfordshire directly unless it is an emergency.

In addition to being an oil storage depot, it is a major hub on the UK oil pipeline network with pipelines to Killingholme Lindsey Oil Refinery (LOR), Humberside (10 inch), Merseyside (10 and 12 inch), Coryton on the Thames Estuary (14 inch) and Heathrow (6 and 8 inch) and Gatwick airports radiating from it.

The disaster is believed to be the worst explosion at a petrochemical plant in the UK since the Flixborough disaster of 1974.Hertfordshire’s Chief Fire Officer Roy Wilsher said: “This is possibly the largest incident of its kind in peacetime Europe.”

A firefighting press officer said that they are stock piling foam from neighboring regions for a prolonged attach which they hope will stop the spread of the fire, however, the inferno itself will have to burn out which could take between 24 hours and a few days.

Despite the authorities saying that there is no need to panic buy petrol, filling stations have had above average queues since this morning and some small garages have ran out.

Deputy Prime Minister John Prescott has visited the scene.

Afghan president Hamid Karzai opens new terminal at Kabul International Airport

Hamid Karzai, president of Afghanistan, has opened a new terminal at Kabul International Airport. The US$35m (£22m) two-story structure was gifted by Japan as the old terminal building had become badly damaged by decades of war.

Speaking at the event, attended by 150 Afghan and Japanese officials, Karzai expressed his gratitude for the building, saying “Afghanistan could not have made this terminal on its own for many years or without lots of effort.” The new terminal is built next to the original sixties building, which had been considered luxurious when new but has fallen into decline, especially after the 1979 Soviet invasion and the civil war which followed.

Increasing numbers of military aircraft joined the commercial passenger planes, making Kabul International a frequent target of rocket attacks. It was in a poor state of repair, as well as outdated and in need of expansion, by the time the Taliban were ousted from Afghanistan.

Karzai implored his people to take proper care of the new terminal, which Afghan officials described as a step along the route to reconstruction after the Taliban were deposed.

“I hope, now this facility has been handed over to us, that our sisters and brothers, those in charge of the airport, the passengers passing through, the state officials and MPs using it, will look after it and they should not allow, God forbid, that we come here after a year and find its windows, doors and tiles broken,” he said.

The building will enter service next week, in time to carry passengers to Saudi Arabia for the annual pilgrimage of the Hajj. It has a capacity of one million passengers every year, and will service both domestic and international routes.

Wikinews interviews Jonathan Stanley, Scottish Unionist candidate for 2021 Airdrie and Shotts by-election in Scotland

Voters in the Scottish constituency of Airdrie and Shotts are to go to the polls on May 13 to elect a replacement member of parliament (MP) to the United Kingdom House of Commons.

The outgoing MP for the seat is Neil Gray — a representative of the pro-independence Scottish National Party — was resigning to run in the Scottish Parliament election, which was to occur on May 6. Gray won the seat with 45.1% of the vote at the 2019 general election, winning 13.1% more than the second placed candidate Helen McFarlane of the Scottish Labour party, who received 32.0% of the votes.

One of the eight candidates running in this constituency is Jonathan Stanley of the Scottish Unionist Party. Stanley was selected as the prospective parliamentary candidate for this seat in September, after it was announced Gray would be seeking nomination in the Scottish Parliament. Stanley is also running in the Scottish Parliament election, running as a list candidate in the Lothian region for the Alliance 4 Unity party.

Wikinews spoke to Stanley about important issues issues both nationwide and in Airdrie and Shotts.

Stanley provided two links each alongside the answers to the first two questions. For the first question, these were opinion pieces written by him, and for the second, these were press releases from a think tank Stanley is involved in. Those four links are cited in the external links section.

The first opinion piece addresses housing, calling for, among other things, social housing to be restricted to those who have resided in the UK for ten years or more, a 20% stamp duty on houses sold to foreigners, and abolishing income tax relief for “buy to let” mortgages. The second opinion piece addressed a hate speech law passed by the Scottish Parliament, and said it threatened freedoms and “families[‘] privacy and security of their homes”.

The two press releases concerned COVID-19. The first, published in late January 2020, called for mass flu and pneumococcal vaccination for high risk groups and the banning of flights to and from China, except medical relief flights. The second, published on 15 March 2020, called for a number of things, including the closure of the UK border, a national lockdown, Universal Credit for all during the crisis, a guarantee of essential utilities, and national procurement of ventilators.

Anonymous muscle in on Canadian teen rape case

On Wednesday, the Internet hacking collective Anonymous vowed to publish the names of the four suspects involved in the alleged rape of Canadian Rehtaeh Parsons, who committed suicide last week.

A message sent to Royal Canadian Mounted Police (RCMP) by the hacktivist group called “for immediate legal action” in the case, citing that “If we [Anonymous] were able to locate these boys within 2 hours, it will not be long before someone else finds them.”

This latest operation by the group, dubbed “Operation Justice For Rehtaeh”, led to expression of concern among the members of the RCMP. In an interview with the National Post, Nova Scotia Justice Minister Ross Landry spoke of the dangers of releasing this crucial information in this ongoing investigation, “We don’t want another child taking their life because some vigilante group think it’s OK … maybe it’s a wrong name — then what would they do to someone?”

The 17-year-old Parsons was taken off life support on Sunday following an attempt to take her own life days before. Her mother erected a Facebook page celebrating the life of her daughter as well as acknowledging the true reasons for her daughters tragic passing, “Rehtaeh is gone today because of the four boys that thought that raping a 15-year-old girl was okay, and to distribute a photo to ruin her spirit and reputation would be fun.”

10,000 refuse to pay U.S. taxes to protest Iraq war

An estimated 10,000 conscientious objectors chose to withhold some or all of their U.S. income taxes due Monday, April 17, in protest to the use of US military power in Iraq. Some plan to instead donate their required tax to charity.

The Internal Revenue Service does not distinguish tax resistors from any other person behind on their taxes, and will apply the same fines and interest used against the other Americans who do not pay their taxes on time. Legal action is possible for extreme cases, but more commonly the IRS uses wage or bank account garnishing.

The tax protestors are well aware of these risks, yet refuse to pay on principle. Jim Allen, who served in the Army for 20 years and now teaches at St. Louis University, acknowledges that he will likely end up paying more due to the fines than he is refusing to pay today. “I am not opposed to paying taxes, but I am when such a large percent is going to pay for war. Sooner or later, they’re going to get their money, but until that happens, I’m going to continue protesting. This is too important not to.” Allen and his wife withheld $1300 – or 42% of what the couple owes the IRS, estimating this to be the proportion of his taxes that would otherwise go to military spending.

Other protestors simply refuse to file at all. Becky Pierce of Boston fills out a 1040 to determine her tax, but then donates that amount to charity without filing. Pierce says she follows in the footsteps of American protesters like Henry David Thoreau, a protester of the Mexican-American War who went to jail rather than pay taxes. “You need to have control of your money,” Pierce says. “I’m a self-employed carpenter. No one is reporting what I make. That’s why I can go unnoticed.”

Apple plans to sell movies on iTunes

Apple Computer is planning to sell full-length feature films for download via the online iTunes Music Store. The store currently sells digital music tracks, and more recently has begun to sell TV episodes.

Apple executives are in negotiations with film studios to arrange the deal and settle on pricing structures. It is expected that films will retail for around $9.99 US dollars, although some studios are reported to want to set a higher price.

iTunes is currently by the biggest online retailer of digital music, with its software tightly integrated with the popular iPod line of products. Newer versions of the iPod include a colour screen capable of displaying videos, and so consumers could watch the films on the devices, but it is not yet clear how many people will want to do this.

Apple CEO Steve Jobs is also the largest single shareholder of Disney, which now owns animation studio Pixar, however he could end up playing a wider role within the film industry if iTunes becomes the dominant online distributor.

A full-length TV movie, ‘High School Musical‘ from Disney, is already available on iTunes, suggesting that the technical infrastructure is already in place.

If the renter is happy with the choices available to them at this time, there may not be a need to make financial adjustments at this time. However, if the renter is not happy with the options available, financial changes and stricter budgeting are warranted.
