ASEAN basketball league moves closer to reality

The formation of the Association of Southeast Asian Nations (ASEAN) Basketball League this week almost certainly ensures that a professional basketball league will be run across southern Asia. In planning for almost two years a US$5 million backing from Malaysian business tycoons Tony Fernandes of AirAsia and Indonesian media mogul Erick Thoir should see the league commence in September this year. The goal is to boost the mainstream popularity of basketball which, according to organizers of the new league, is already the second most popular team sport behind football.

Fernandes believes using overseas professional players will help increase the competitiveness and skills of the local ASEAN players. Fernandes said, “The aim is to develop local talent. Foreign players from outside ASEAN will be role models. Maybe one day our players will play in the NBA.”

Singapore’s The Straits Times quoted secretary general of the International Basketball Federation (FIBA), Patrick Baumann, as saying “Asia was ready for a professional league but warned organizers will have to ensure it doesn’t fade away after a few years. The time is right but it is not going to be simple to sustain the league”. He further added that “there has to be good entertainment. The clubs need to be managed professionally and well funded. You cannot have the league for one or two years and then stop.”

Addressing concerns over the current financial crisis and its possible impact on the launch of the league Fernandes said, “Yes, there will be a lot of obstacles and road blocks. But no mountain will stop us. During an economic downturn like now, this new league will create jobs.”

The composition of the league is still under discussion however it is expected that at least eight teams will part of the series this year. Each nation will be permitted a maximum of two privately owned teams. Other details including prize money, sponsorship and number of games is still in planning. The league will be organised by the South-east Asian Basketball Association which governs basketball across the region.

Singapore Slingers are expected to be one of the first confirmed teams in the new competition. Bob Turner, CEO of the Slingers, said “We are definitely very interested. We believe that this will take the sport to the next level and we hope to confirm our entry as soon as possible.”

The league is tentatively scheduled to start in September 2009 and continue until February 2010. It will initially consist of eight teams that will play on a home-and-away basis. The champion will be the last team standing after a knock-out playoff round.

Sulpicio Lines pay PHP6.2 million for death of man in 1998 ferry disaster

Sulpicio Lines, a ferry company in the Philippines, have been ordered to pay PH?6.24 million over the death of a man on board MV Princess of the Orient, which sank in stormy weather off Batangas in 1998. Ernesto Unabia was one of seventy confirmed fatalities in the disaster, which left eighty more missing.

Unabia was a 37-year-old seaman who worked on international vessels, and earned a ?120,000 salary. According to widow Verna Unabia, who filed the case with her three children, he was going to work on for thirteen more years and then retire. Unabia’s case is the first to be concluded, although most victims settled with Sulpicio without claims being filed.

Although Sulpicio lost their appeal several weeks ago, reporters have only today received access to documentation concerning the case.

Under Philippines law, employers are responsible for their employees actions. However, in Pestaño vs. Sumayang the Supreme court ruled that if it could be proved an employer had taken appropriate diligence when selecting employers then they could not be held responsible.

It was viewed that Sulpicio was responsible as they failed to remove captain Esrum Mahilum from the vessel despite a number of incidents involving the ferry while he was in command of it. Princess of the Orient had struck the bottom of Manila‘s North Harbour, sideswiped a container ship and suffered a crippling engine fire while berthed at North Harbour, being towed first to Cebu and ultimately Singapore for repairs.

Despite these serious incidents while the ship was under Mahilum’s care, however, he was not removed from captaincy or even disciplined. A Board of Marine Inquiry (BMI) investigation into the ultimate sinking of the Princess of the Orient would later say that Sulpicio did not have enough initiative to take action against him. The court ruled this made them responsible for his actions.

On September 18, 1998, the day of the sinking, Captain Mahilum was warned before starting out that severe weather was approaching. He wrongly calculated that the storm was safely distanced and left port regardless, running into the storm two hours later. Princess of the Orient began listing to the left and a distress call was sent, but she sank before help arrived. The BMI’s report blamed the disaster on the captain making “erroneous maneuvers of the vessel before it sank.” He remains missing to this day.

After the court ruled that this made Sulpicio liable to pay civil damages an appeal was filed, in which Sulpicio said that the captain “valiantly tried to save his ship up to the bitter end. He heroically went down with his ship.” Although he failed to properly supervise the abandon ship order he gave, he was last seen helping passengers to board life rafts. Sulpicio further alleged that careful analysis of the BMI report showed he did not directly cause the disaster.

The court rejected the appeal, with judge Estella Alma Singco saying that while the failure to remove the captain wasn’t the direct cause, “such failure doubtless contributed materially to the loss of life.” Sulpicio were ordered to pay P6.240 million in lost earnings, P100,000 moral damages, P50,000 indemnity – which Sulpicio had already offered to all the families of the deceased – and P50,000 in pursuer’s litigation costs.

NASA launches satellites to study northern lights

A Delta II rocket blasted off from NASA’s Cape Canaveral launch pad today, carrying five satellites designed to investigate the northern lights and the electromagnetic storms that cause them. The launch had been twice delayed due to bad weather, but was eventually performed at 23:00 UTC.

NASA and the Canadian Space Agency have collectively invested $200 million in the mission, known as the THEMIS Project. Through this mission, they hope to develop better techniques to forecast electromagnetic storms, in order to protect communication satellites, power grids, and spacewalking astronauts. Scientists from the University of Alberta and the University of Calgary also helped with the project.

The Sun continuously sends a stream of charged particles, called the solar wind, at the Earth. We are generally protected from the solar wind by the Earth’s magnetosphere. During substorms, however, the magnetosphere gets overloaded by the solar wind and the magnetic field lines stretch until they eventually snap back, energizing and flinging electrically charged particles towards Earth.

Scientists want to find out what snaps in the overloaded magnetosphere to trigger a substorm.

A critical component for any solar power project is solar radiation monitoring and measurement. Although this equipment presents a negligible fraction of total project cost (less than 0.1% of total project cost), it is the component most overlooked and over shadowed over other more capital intensive components. However, in this more mature phase of the Indian solar power industry, we are starting to see a shift in market needs when it comes to solar radiation measurements. What s driving the shift? The focus on plant performance where the premise of performance depends on the amount of solar radiation incident on panels and how well the plant is able to convert and harness that radiation into energy.

This sounds simple, but unfortunately conversations around performance tend to focus on the best way of evaluating it. The bottom line is this: plant performance must be bench marked against the incoming irradiation. If there is an error in measurement of incoming radiation, calculations and estimates of losses are meaningless.

PV Module Performance varies from Standard Test Conditions:

Extrapolation of performance ratios based on Standard Test Conditions specified for PV panels is prone to error. As Standard Test Conditions (1000 W/m of solar radiation, 25 C, Air Mass 1.5 and no wind) vary widely from real world field conditions, additional measurements using Pyranometer and/or reference cells are required to monitor PV performance.

Monitoring solar radiation under field conditions is not only is critical for evaluating performance, but also gives important inputs for maintenance and operational decisions. For example, Pyranometer mounted at the tilt angle of the panel array can be used to calculate the array s efficiency. While a gradual decline of efficiency may indicate a need for cleaning panels, a sudden drop of efficiencycould signal failing panels.

Installation, Maintenance and Calibration are Important:

It is not sufficient to procure good quality instrumentation. Installation becomes key. We encounter situations in the field where an incorrectly mounted Pyranometer, poor cabling, or poor site selection, shading with change of seasons, leads to nonsensical values of performance ratios as the input radiation parameters for calculation of performance is incorrect. Seemingly minor things purling mounting for a Pyranometer should preferably be powder coated in light color, as darker colors like red absorb the heat which radiates and can affect the output of the radiometer.

Routine maintenance such as cleaning dust from the dome of a Pyranometer, and changing desiccant where applicable also becomes critical. Furthermore, all radiation measurement equipment requires calibration after certain years of use in the field.

We routinely get requests for assessing currently installed solar radiation monitoring equipment and our recommendations have a large bearing on the accuracy of measurements and consequently, on the evaluating performance of a plant.

Dozens of children killed in childcare center fire in Mexico

35 children were killed and more than 40 were injured in a fire which roared through the ABC child care center in Hermosillo, Mexico on Friday afternoon. Among the injured were six adults, most who have yet to be identified. Over twenty other children have been hospitalized with burns. They have been transported to local hospitals and other medical facilities in the United States.

Neighbors, employees and firefighters broke walls to rescue unconscious children and babies from the fire in the converted warehouse building which was equipped with only one exit.

Three air ambulances, medical equipment and fifteen burn specialists were dispatched to the scene where children between the ages of six months and five years old perished from smoke inhalation. The majority of the injured and killed were under three years of age, said government officials.

Red Cross rescue workers say that 100 children were being cared for when the fire broke out. Sonora state Gov. Eduardo Bours confirmed that 142 children were in the child care center. Already, 27 of the 31 child fatalities have been identified, as parents continue to await news on their children.

Preliminary reports state that the fire may have started in the neighboring tire and car warehouse and spread to the childcare center. President of Mexico Felipe Calderón has placed the attorney general, Eduardo Medina-Mora in charge of the investigation into the cause of the blaze.

Mexico’s Social Security Institute also sent out resources to their privately run facility.

Hermosillo, population of over 700,000, is the capital of the Mexican state of Sonora 167 miles (269 km) from the American border.

US House committee approves daylight saving time amendment

The U.S. House Energy and Commerce Committee passed an amendment on Wednesday to extend daylight saving time by two months. The bipartisan measure is sponsored by Representative Fred Upton, Republican of Michigan, and Representative Ed Markey, Democrat of Massachusetts.

“The more daylight we have, the less electricity we use,” Representative Ed Markey said. Markey also supported the measure by pointing out the business benefits. “There’s more economic activity, because people feel they can walk around safely,” he said.

“Extending daylight-saving time makes sense, especially with skyrocketing energy costs,” Rep. Fred Upton said.

The bill extends daylight saving time to begin on the first Sunday in March and to end on the last Sunday in November. Daylight saving time currently begins on the first Sunday in April and ends on the first Sunday in October.

The U.S. Department of Transportation estimates that extending daylight saving time would save 10,000 barrels of oil per day. The United States consumes approximately 20 million barrels of oil per day.

The House is planning to approve the energy bill to which the amendment was attached in several weeks. Several other amendments to the bill are still being debated.

Gay Talese wants to go to Iraq. “It so happens there is someone that’s working on such a thing right now for me,” the 75-year-old legendary journalist and author told David Shankbone. “Even if I was on Al-Jazeera with a gun to my head, I wouldn’t be pleading with those bastards! I’d say, ‘Go ahead. Make my day.'”

Few reporters will ever reach the stature of Talese. His 1966 profile of Frank Sinatra, Frank Sinatra Has a Cold, was not only cited by The Economist as the greatest profile of Sinatra ever written, but is considered the greatest of any celebrity profile ever written. In the 70th anniversary issue of Esquire in October 2003, the editors declared the piece the “Best Story Esquire Ever Published.”

Talese helped create and define a new style of literary reporting called New Journalism. Talese himself told National Public Radio he rejects this label (“The term new journalism became very fashionable on college campuses in the 1970s and some of its practitioners tended to be a little loose with the facts. And that’s where I wanted to part company.”)

Britney Spears fired by management company

The Firm, a company which pop singer Britney Spears hired to manage her career just over one month ago, no longer wishes to manage Spears, and has terminated the services they were providing her to promote her new record.

“We have terminated our professional relationship with Britney Spears. We believe she is enormously talented, but current circumstances have prevented us from properly doing our job,” said the company in a statement to the media. Jeff Kwatinetz was the manager for Spears. It is not yet known what circumstances caused the company to sever their ties with Spears.

Spears is releasing a new album, scheduled to be put on shelves in November, and her record label, Jive Records, has stated that the recent incident will not delay the release of her record.

“The label does not comment on artist/management relations. We’re gearing up for a Nov. 13 album release date,” said the record label in a statement to the media.
